Concern for her father, who is being slowly ruined by cattle rustling, prompts Mary Benson to do some investigating in a distant cattle town, where she briefly encounters drifters Oklahoma Adams and Sneezer Clark. They follow her back to Arizona, go to work on the Benson ranch, and discover the ranch foreman to be responsible for the rustling and the robbery of a rodeo box office.
Traveling north into Arizona, Cisco finds that someone committing robberies has been impersonating him and he is a wanted man. After retrieving some of the stolen loot, he is caught with it in his posession and put in the guard house. A friend whose life he recently saved beaks him out and Cisco heads out to find the impersonator and clear himself.
A drunken gunfighter, Ben Walker, is one day visited by an old friend's daughter who needs his help. The gold digger Tom is being chased by a gang of bandits and heads to Carson City. He gives his daughter Isabella his treasure map and tells her that she need find his old friend Ben and let him help her to locate the hidden gold.

Nugget, Underwood and Short walk to the Half-Way House after the driver purposely wrecks the stage. They arrive late at night and it is so spooky that Nugget leaves for Amarillo. Town leader Bidwell engineers a plot to steal the money and to blame it on the Reno Kid (Bob Steele) who has recently broken out of prison in order to clear himself of false charges that sent him there and caused him to lose his ranch. The badly-wounded sheriff turns his badge over to Red Ryder. Reno visits his wife, Molly and their ailing son Johnny, and Red, also wounded, is brought there by Little Beaver. Outlaws of the Pandhandle was the last of Charles Starrett's "formula" westerns for Columbia: hereafter, Starrett would be seen only in the guise of frontier medico Steven Monroe or masked do-gooder The Durango Kid. For the moment, however, the star is cast as Jim Endicott, bound and determined to put an end to the underhanded activities of gin-mill operator Faro Jack Vaughn (Norman Willis). The villain's strategy is to get the local cowpunchers tanked up on rotgut that they'll prove to be easy pickings for a gang of rustlers-and will be unable to complete work on a railroad spur which will bypass the outlaws' hideaway.

Phyllis, finding Keller beside a branding fire, believes him guilty; and when he is wounded by Healy, she takes Keller to Yeager, another homesteader, who cares for him and to whom he reveals that he is a Texas Ranger.
