But, by a loop-hole in the law, the title-deeds of the Dons could not be recognized, and this opened the door of organized gangs of land-grabbers, such as the one led by Joe Kincaid, to operate with a prime excuse for legitimate plunder and robbery. In most cases the law was unable to cope with the situation. Then Rosita Castro, the daughter of Don Pasqual Castro, masked and disguised as a man, organized a band of vigilantes to fight against the tyranny of the outlaws, aided by an undercover federal agent, Jim Kearney.

Town leader Bidwell engineers a plot to steal the money and to blame it on the Reno Kid (Bob Steele) who has recently broken out of prison in order to clear himself of false charges that sent him there and caused him to lose his ranch. The badly-wounded sheriff turns his badge over to Red Ryder. Reno visits his wife, Molly and their ailing son Johnny, and Red, also wounded, is brought there by Little Beaver. Inasmuch as western star Charles Starrett gained screen fame as the Robin Hood-like "Durango Kid", it stands to reason that Starrett would head the cast of Robin Hood of the Range. The star plays Steve Marlowe, the foster son of railroad manager Henry Marlowe (Kenneth McDonald). When it becomes apparent that the railroad is using underhanded methods to drive local homesteaders off their land, Steve adopts the guise of "The Vulcan", a legendary champion of justice.
